Herbert Clark Hoover was the 31st President of the United States. He is known as the father of the Great Depression, though some people thought it would be a more fitting title for Calvin Coolidge, but neither of them started the Great Depression. Nonetheless, Hoover was a bad president and would be succeeded by one of the best presidents and most liberal of all time by far, FDR. He did create Glass-Steagall, He did create Glass-Steagall, so there's that. no, that was FDR too
One could argue that the United States economy was at an all-time low in 1928, the only reason Hoover won was because the Democratic candidate, Al Smith, was a Catholic.
