The US House of Representatives is the lower house of the United States bicameral legislature. Representation is generally based on population, but each State is guaranteed at least one Representative regardless of population. The House of Representatives together with the United States Senate form the Congress. Representatives serve for only 2 years. [1]

Due to this proportional representation, Democrats are the majority there. The Congressional elections that happened at the same time as Obama became president gave Democrats a majority in both houses, and a short-lived obstruction-proof majority that allowed passage of popular legislation.

In mid term elections the Republicans took it back over, though.
